November 7, 2017 - On Tuesday, Nov. 7, voters approved a mill levy increase for the Vail Recreation District. This fall, the VRD held a special election asking residents and property owners to approve a mill levy increase to help offset the VRD's funding needs. The unofficial results show the ballot issue passed 827 to 595.

Tuesday's election was conducted via a mail ballot and asked voters to authorize a tax increase of 1.000 mills, for the purpose of funding operating and capital expenses, to include addressing the major repair backlog to facilities and equipment and making VRD operations and facilities more environmentally friendly.

The Vail Recreation District (VRD) Board of Directors has approved ballot language for a special election this fall. Ballot Issue A will ask VRD residents to approve a mill levy increase to help offset the VRD’s funding needs.

On Thursday, Sept. 7, the board held a special meeting to approve a resolution calling for a November 7, 2017 special election and ballot language asking voters to authorize a tax increase of 1.000 mills, for the purpose of funding operating and capital expenses, to include addressing the major repair backlog to facilities and equipment and making VRD operations and facilities more environmentally friendly. The board discussed that the mill levy increase will reduce the need for VRD to raise program and facility fees. An increase of 1.000 mills would result in an expected 2018 annual property tax increase of $36 for a house worth $500,000.

During the meeting, the board also named Anne Clarke, of Marchetti & Weaver, LLC, as the Designated Election Official and April Heredia, VRD Assistant Finance Director, as the Assistant Designated Election Official. This election will be conducted via a mail ballot, and registered voters will begin to receive ballots the week of October 16.

Ballot Return Information - Ballots may be returned via mail using the included envelope or can be dropped off at either the Vail Recreation District administration offices, located inside the Vail Tennis Center at 700 S Frontage Rd E in Vail, or to the District's Designated Election Official at 28 2nd St., Suite 213 in Edwards. Ballots may be dropped off at either location during regular business hours (Monday through Friday, 8 a.m. to 5 p.m., closed on weekends) and on Election Day from 7 a.m. to 7 p.m. All ballots must be received by 7 p.m. on Election Day, November 7, 2017. 

Eligible electors include anyone registered to vote in the State of Colorado who also meets one of the following requirements:

• A resident of the District; or
• The owner (or spouse or civil union partner of owner) of taxable real or personal property situated within the boundaries of the District. 
A person who is obligated to pay taxes under a contract to purchase taxable property within the District shall be considered an owner of taxable property for the purpose of qualifying as an elector.

Ballots were mailed to the address in the voter registration database. Eligible voters can request up to three replacement ballots. These can be mailed to a different address, through Oct. 23. After that, the voter must pick-up the ballot package from either the Vail Recreation District or Marchetti & Weaver offices. Voters must complete and sign the Ballot Request Form. To qualify to vote, you must:

• Be a citizen of the United States and;
• Be 18 years old by Election Day and;
• Be a resident of Colorado at least 22 days prior to an election and;
• Not claim the right to vote in any other state.

2016 Vail Park and Recreation District Election Results

Vail Park and Recreation District (VRD) voters elected Bill J. Suarez (incumbent) and Roland J. Kjesbo today, May 3, to serve as members of the VRD Board of Directors. The results are preliminary pending certification by the canvas board. Unofficial results are as follows:

Bill J Suarez – 187
Roland J Kjesbo – 124
Rodney Johnson – 109
Stephen “Cone” Connolly – 50
Brian Rodine – 45

The new members will serve four-year terms and join Tom Saalfeld, Kevin Foley and Kimberly Newbury who will continue to the 2018 election.

VAIL RECREATION DISTRICT BOARD OF DIRECTORS CANDIDATE FORUM SCHEDULED FOR MARCH 24

The 2016 Vail Parks and Recreation District Board of Directors Candidate Forum will be held from 5 to 6:30 p.m. on Thursday, March 24 in the Vail Town Council Chambers. Candidates will answer a series of questions from a moderator and field questions from a live audience. Five candidates, Roland J Kjesbo, Stephen "Cone" Connolly, Brian Rodine, Bill J Suarez and Rodney Johnson, are running for the two Board of Director seats.

The public is encouraged to attend and will be invited to submit questions upon arrival. The forum will be moderated with each candidate having the opportunity to address questions and issues in a time controlled manner.

The election will be conducted as a polling place election. The polling place, located in the Grand View Room on the third floor of the Lionshead Welcome Center, 395 E. Lionshead Circle in Vail, will be open from 7 a.m. to 7 p.m. on Tuesday, May 3.

Absentee voting requests are now being accepted. An Application for Absentee Ballot can be downloaded by going to www.vailrec.com/elections or may be requested at the VRD Administration Office, 700 S. Frontage Road E. in Vail. The final day to file an absentee ballot application is April 29, 2016.

Five candidates, Stephen "Cone" Connolly, Rodney Johnson, Roland J Kjesbo, Brian Rodine and Bill J Suarez, are running for two Board of Director seats.

TO WHOM IT MAY CONCERN, and particularly to the electors of the Vail Park & Recreation District of Eagle County, Colorado.

NOTICE IS HEREBY GIVEN that a regular election will be held on Tuesday, May 3, 2016, between the hours of 7:00 a.m. and 7:00 p.m. At that time, two (2) directors will be elected to serve a four-year term.

Self-Nomination and Acceptance forms are available from April Heredia, the Designated Election Official for the District, at 700 S. Frontage Rd E, Vail, CO 81657.  Self-Nomination and Acceptance forms must be filed with the Designated Election Official for the District at the above address not less than 67 days prior to the election (Friday, February 26, 2016).


NOTICE IS FURTHER GIVEN that applications for absentee ballots may be filed with the Designated Election Official of the District at the above address between the hours of 8:30 a.m. and 4:00 p.m., until the close of business on the Friday immediately preceding the election (Friday, April 29, 2016).  All absentee ballots must be returned to the Designated Election Official by 7:00 p.m. on Election Day.
